In an interview on BBC radio 4, British philosopher, A C GRAYLING, Professor of Philosophy at Birkbeck College, University of London, discussed this question. He also attempts to answer whether the Allies commited a moral crime in their area bombing of both German and Japanese cities in his new book 'Among the Dead Cities'. According to him, the answer has to be yes.

"On my Atlas of the Roman World (Cornell and Matthews), Zuccabar(they don't use an h) was southwest of Icosium(Algiers), about where the current day Khemis on my world atlas is. Looks like about 100 miles by the Roman road."
