In an interview on BBC radio 4, British philosopher, A C GRAYLING, Professor of Philosophy at Birkbeck College, University of London, discussed this question. He also attempts to answer whether the Allies commited a moral crime in their area bombing of both German and Japanese cities in his new book 'Among the Dead Cities'. According to him, the answer has to be yes.

President Juscelino Kubitschek ordered the construction of Brasília. This took 42 months and it was inauguarated on April 21, 1960.
