| aguirre answers: Each site has its own rules for abuse, and will employ moderators (or have volunteer mods) to enforce the rules. So basically, whoever owns the site decides what constitutes abuse, and enforces that.
On top of that, there are laws. If someone on a web site libels someone, they can be sued. Yahoo in France had to remove some auctions for Nazi memorabilia a few years back, because it was seen as glorifying Nazism, which is illegal in France. 3 years ago / reply
