If you are going to use an existing site all these concerns will be taken care of and addressed by the site owners who will be better placed to advise you on the local legislation. I think you will find that most sites close for one or two months of the year to avoid things like council tax.
If you are going to place your static caravan on a new site, a place where caravan's have not been set before. Contact the local council because I am pretty sure you will need planning permission. They will also be able to advise you on the local legislation requirements.
